BACKGROUND

In the current context of Maranhão, we still live with a bureaucratic and pyramid-shaped school organization, even though there is the legal protection provided for in the 1988 Constitution and in the National Education Guidelines and Bases Act of 1996, but there are still great misunderstandings regarding the conception of management often reduced to crystallized school administration where the division of labor and the lack of communication and concentration of knowledge consequently generate the centralization of power. In most municipalities in Maranhão, the school management process is still based on authoritarian, anti-democratic principles centered on hierarchical actions based on norms and regulations generally imposed without questioning the bases.

The implementation of democratic management is today a requirement of society itself, which sees it as one of the possible ways for the democratization of power in schools. There is all legal support in the sense of promoting the principle of democratic management provided for in the Federal Constitution in article 206, item VI, which postulates the circulation of divergent thoughts, rejects dogmatic attitudes and makes the participation of all legitimate. In this sense, Law 9394/96 in article 3, item VIII and in article 14, which attributes to the education systems the competence: [...] to define the norms for the democratic management of public education in basic education, according to the peculiarities and according to the principles:

a) participation of education professionals in the elaboration of the school's pedagogical project.

b) participation of the school and local community in School Councils or equivalent.

There are great obstacles in the democratic management of the school, due to a lack of understanding of the social dimension of management shared by managers and teachers, thus requiring the training of all segments involved in the educational process.

With this Project, FAP proposes to specialize professionals to work in the technical-pedagogical functions of school administration, coordination in order to develop an administration based on democratic principles that will contribute to social transformation, respecting the peculiarities of schools.

It is noticed that over the last decades many experiences have demonstrated the social importance of democracy in schools through the various mechanisms of participation and democratic choice of leaders and Councils, aiming at the construction of a citizen school.
